Below are some materials relevant to the discussion in the forum
- Remember when we helped pass I-940, De-Escalate Washington? That was Washington Initiative 940, the Police Training and Criminal Liability in Cases of Deadly Force measure. We celebrated when that Initiative to the Legislature was approved by the voters on November 6, 2018, but worried whether its teeth were strong enough. It was strengthened somewhat by the 2019 legislature and is being used to improve accountability, but fatal encounters with police persist. (First application: Auburn officer charged with murder)
- For Seattle leaguers: We need to be aware of how the Seattle Consent Decree regarding police use of force has evolved (see an abridged history) and remember that the current status is that Judge Robart has ruled that the City has fallen out of full and effective compliance in the area of discipline and accountability. We have work to do.
