Meet our Observers!
Linda Katz - A native of New York City, Linda has resided in Seattle since 2008. She splits her time between Seattle and Albany, New York, where she taught at the State University for twenty-five years in the Rhetoric and Communication Department. Her undergraduate degree was from Syracuse University and her PhD was from Rensselaer Polytechnic Institute.
She has been a member of the First Hill unit of the League since coming to town.
Barbara Tengtio - After living abroad for eleven years, Barb was eager to reintegrate by educating herself on community issues and priorities. Being an LWV Seattle/King County Observer provided the perfect opportunity. Volunteering at the LWV is a service to the community and yourself.

Heather Kelly, Observer Corps Co-Lead - A criminal defense attorney by trade, Heather relaunched the Observer Corps in 2020 to help monitor the way government officials engage with the public and each other. This incredible team of Observers dove right in, and Heather has loved learning from them! She looks forward to expanding the group and finding new ways for Observer Corps to support the community.
Deb Carstens - Born and raised in the Seattle area, Deb graduated from Willamette University and Willamette University College of Law. After practicing law for nearly 30 years, she retired to become a grant writing consultant.
Deb joined the League of Women Voters in 2017 and currently serves as the Criminal Justice Issue Chair for the LWV of Washington.
Deb enjoys reading, genealogy, and exploring Seattle on foot.

Alexis Juday-Marshall - Originally from Portland, Oregon, Alexis has lived in Seattle since 1998. She loves to travel, read, cook, and is passionate about democracy and public engagement. Alexis works for Seattle Public Schools as the Business Systems Manager, but recently completed her Master of Public Administration and hopes to transition to a career in public policy and advocacy. Alexis was drawn to the work of the Observer Corps because it presented an opportunity to see government in action and to promote transparency and accountability in government processes.
